Cub Scout Packs should have Bylaws & Guidelines which are used by all current and future members of the Pack as a set of guidelines that are established to ensure the participation of all members in the Pack functions. The guidelines are necessary to provide for the basic premise of the Cub Scout Program, which is that all members will have fun (adults as well as Cub Scouts).
